SHREVEPORT, La. (KSLA) - Shreveport police are searching for a woman accused of domestic battery.
On Monday, April 6 officers were called to the 2100 block of Grimmett Drive relative to a domestic call.
When police arrived they found a male victim suffering from several abrasions to his back.
The victim said he and his girlfriend, Brittany Hinton, 26, were involved in an argument that turned violent. Hinton allegedly dragged the victim with her car after taking his cellphone.
Investigators issued a warrant for Hinton’s arrest, charging her with one count of aggravated 2nd-degree battery and one count of simple robbery.

SHREVEPORT, La. (KSLA) — Two Shreveport women are suspected of keeping a 14-year-old locked up in a bedroom since March.
The teenager was discovered when he fled from a Coldwell Street residence.
“Doctors described the juvenile’s condition as extremely malnourished,” police Sgt. Angie Willhite said.
Authorities got the request for help with a welfare concern at 10:14 a.m. Wednesday, Caddo 911 dispatch records show.
A neighbor said the boy ran across the street and asked her for help.

“I’m about to go to work and hear a tap at my door,” Andre Menard said. “He was so hungry; so I cooked him breakfast and called the police for help.”
Shreveport Fire Department medics took the boy to a hospital for treatment.
Detectives searched the residence where the boy reportedly had been held captive.
Then they arrested 30-year-old Kari Mae Barber and 39-year-old Cassidy Leeann Dunn at 6:04 p.m. the same day, Shreveport City Jail booking records show.
The two women are accused of intentionally mistreating and neglecting the teenager by denying him food and keeping him confined to a locked room, according to the narratives on the booking records.
Each now faces one count of second-degree cruelty to a juvenile and one count of false imprisonment.
Both remain in Caddo Correctional Center, where they were transferred Thursday night -- Dunn at 7:10 p.m. and Barber at 8:50 p.m., booking records show.
After their arrests, word of the escape and alleged abuse quickly spread throughout the neighborhood.
“I’m already a helicopter parent; and knowing something like this is happening makes me watch my children even more,” Jeanine Cummings said.

SPD: Two killed in apparent murder-suicide

SHREVEPORT, LA (KSLA) - The Shreveport Police Department said a woman was shot and killed late Wednesday night in what could be a murder-attempted suicide. Officers said a man is fighting for his life at a Shreveport hospital suffering from a gunshot wound.
According to police, officers responded to The Pier Landing Apartments in the 3100 block of Knight Street. That’s in the Shreve City neighborhood.
Officers arrived on scene at approximately 11:30 p.m.
According to a police report, officers say shots were fired inside the apartment. When police arrived they found the woman dead and listed the man as a victim and suspect. Both the man and woman were lying on the floor.
According to Shreveport Police Spokesman Cpl. Marcus Hines, preliminary information gathered shows that the man apparently shot the woman and then turn the gun on himself.
Both were found with gunshot wounds to the head.
The coroner pronounced the woman dead on the scene while the man was taken to the hospital with life-threatening injuries and later died.

Officers have not released the identities of those involved.
Approximately 30 minutes after the shooting, officers responded to a separate shooting on Burke Street. Police said the man was shot in the leg and is expected to be okay.

UNION PARISH, La. (KNOE) - Four people are dead following a domestic argument in Union Parish.
According to the Union Parish Sheriff’s Office deputies responded to the shooting a little before 2 a.m. on Saturday, Feb. 1 in the Spearsville area.
Deputies say a mother, daughter, and friend of the daughter were killed before the shooter shot himself. The victims have been identified as Casey Colvin, 40; Billie Beaird, 18; and Lela Pratt, 17.
Another teenage daughter escaped through a window and ran to a neighbor’s house and called the sheriff’s office, according to deputies.
The Sheriff’s Office is not releasing the name of the shooter, but says he is originally from Alabama.
The victims’ bodies have been sent to Little Rock, Ark. for autopsies.
The case is still under investigation.

Pandemic making it harder to help domestic violence victims
Calls to domestic violence hotlines increase dramatically during COVID-19 pandemic

SHREVEPORT, La. (KSLA) - Domestic violence hotlines have seen a dramatic increase in calls across the country since the start of the coronavirus pandemic.
At least part of that increase is blamed on unprecedented job losses and quarantines — which have forced victims and their abusers to spend even more time together.
Calls for help to those hotlines have gotten shorter and more frantic according to the National Domestic Violence Hotline. The logic goes that victims’ apparent window of opportunity to call for help has shrunk considerably ever since the arrival of COVID-19 in the United States.
To learn more, we asked two local agencies dedicated to helping the victims of domestic abuse: Family Justice Center and Project Celebration, Inc.
Project Celebration is a non-profit with two domestic violence shelters in the 7 parishes of northwest Louisiana. Community Outreach Advocate Chanel Willis told us their message to victims.

"That we're here; rain, sleet, shine or snow, questions, comments, concerns if you're unsure."
An oft-cited statistic states it takes, on average, 7 tries before a domestic violence victim permanently leaves an abusive relationship.
Willis explained there are a number of factors that help explain why it is so difficult for a victim to leave an abuser.
“They would rather have that security," she said. "They feel they have that home, they have that income. They don’t have to worry about food; simple things that people may not really even think about. It’s something they’ll have to worry about if they leave. So, they will go back.”
Willis, and others in Project Celebration, urge victims to place everything they need to leave in one bag that they can grab and go when the moment is right.
"Putting spare keys, an extra pair of clothing, important documents like birth certificates, social security cards because those are kinds of things some people may not think about when they just have to up and leave."
Those are the items they’ll need to restart their life — and often those of their children — all escaping together.
The other agency helping victims of domestic violence in Northwest Louisiana is the Family Justice Center. Executive Director Jeri Bowen explained how they work with all law enforcement agencies in this part of Louisiana.
"Hoping to get victims, that may have been afraid to talk to law enforcement, if they need it or if they have talked to them and need to come back and do follow up."
Bowen said they also work with the court system in Caddo, Bossier and nearby parishes for protective orders.
"Sometimes they've been able to remove themselves from the situation. But they need to know that they're secure and being protected. They can come here and we can assist them with the legal documents."
She explained that the Family Justice Center is not a law office — they don’t handle custody or divorce cases. What they do is help guide domestic violence victims through the legal system.

Bowen added that they too have seen calls into domestic violence hotlines become shorter and more frantic.
"I would say that our law enforcement officers, as much as we've talked about it with them, that most of their calls were domestic."
While it can be easy to focus on the numbers, rising or dropping, the real suffering cannot be overstated. Bowen recalled a phone call that came in just hours before our visit.
“All she could tell us on the phone was how bad she was hurt," Bowen said. "How she thought her nose was broken.”
Bowen said they instructed the woman to immediately hang up and call 911 for help. If she couldn’t, they offered to call on her behalf.

26-year-old Kelvin Brown II was out on bond when police say he waited at the home of his ex-girlfriend, 33-year-old Alicia West, and cut her throat early Saturday morning.
And, it was far from the first time Shreveport Police had been to West's home.
Authorities say Brown had been arrested on November 6th for stalking and cyberstalking, but was released on bond.
That happened even after West filed for - and was denied - three separate temporary restraining orders (TRO) in Caddo Parish.
She also placed more than a dozen calls to SPD requesting officers come to her home in reference to harrassment by Brown since this summer.
According to police records, Brown broke out the windows of her home, tampered with the alarm system, set small fires outside her window, and relentlessly sent her harrassing texts and phone calls.
The abuse West describes in those TRO requests is nothing short of chilling.
At one point, she makes it clear that she's "afraid of what Brown will do to her.. and the effects it will have on her son."
She writes that "[Brown] pops up at her house and when he's angry, she no longer knows the extent to which he will go."
But each request, one filed in June, September, and most recently on November 4th, were all denied.
Only one judge gave an explanation, stating that West "does not state sufficient facts to constitute a violation of the Domestic Abuse Act and that [West] and [Brown] do not have a relationship as required by Louisiana Revised Statute 46:2131 or 46:2151."
But domestic violence victims' advocates say filing for a restraining order is only one step in the process of getting away from an abuser.

"We actually have a lady who specifically does protective orders, where she helps you make sure that you have the right form, make sure that you have an escort for court, and makes sure that all of those details are there," says Petrina Jenkins, the Community Education Advocate for Project Celebration in Shreveport, which provides resources and a safe house for victims in NWLA.
She says in addition to requesting a TRO, this means changing your daily habits, including the time you leave for work, come home, and the route you take to get there.
"You're looking at an individual who knows your day-to-day routine. You're looking at an intimate partner who knows a lot about you. So safety planning where work is concerned, even with your children, drop-off points. Sometimes you may have to change your day-to-day routine in order to remain safe."
If you do obtain a restraining order, Jenkins says you should inform friends, family, your employer, your child's school, and even the employer of the person against whom you've filed that order.
She also acknowledges the stigma that's still attached to even the idea of domestic violence, and that the community can take an active role in holding offenders accountable.
"We have to stop victim-blaming and making excuses for abusers. If [a neighbor] recognizes a suspicious car or suspicious activity, or maybe sees someone hanging around that shouldn't be there, notify them to alert police immediately, even if you have a photo of this individual."
It's important to note that West was granted a TRO by a judge in Bossier Parish, which is where she worked and Brown lives.
He's facing a charge of second degree murder.
A vigil for West is planned for Tuesday evening, December 9th, at 7 p.m. at the Duck Pond on E. Kings Hwy in Shreveport.
She leaves behind an 8-year-old son. A GoFundMe account has been set up to help her family with funeral expenses.

BOSSIER PARISH, La. - Bossier Sheriff’s Office patrol and detectives arrested two Bossier Parish parents on charges of child abuse.
Richard Kendall Thompson, 53, and Leah B. Thompson, 52, of the 500 block of Maxwell Road of Haughton, were arrested on charges of cruelty to juveniles and criminal neglect of family.
On June 24, a Bossier Sheriff’s Offices deputy was dispatched to the Arthur Ray Teague Substation to view some third-party evidence via cell phone from the Shreveport Deputy Marshal’s Office. The deputy described two images from the cellphone as minor children with their arms in zip ties tightened around their wrists. Nine videos showing Leah wearing a black and white shirt, striking the victims several times with an instrument on the legs, buttocks arms and heads. A male child was seen being kicked; a female child hair was pulled, making her head jerk down. In the videos, the children were screaming and Leah was yelling profanities.
Detectives say the video was filmed on a borrowed cellphone by one of the juveniles in the home. The video was then sent to a family member who forwarded it to Shreveport Deputy Marshal’s Office.

The children were taken to the Gingerbread House for a forensic interview. During the interview one of the children stated, “Mom would whip them every day, and that she would not feed them breakfast or lunch, they would only get to eat supper.” Another child stated, “Mom would poke them with a pin and make them sleep outside.” “She would smell our breaths to see if we were stealing food.” Another child stated “they would get hit with the big black paddle.” That child also stated he was pushed into a wall after taking a pickle and chicken because he was hungry.
On June 26, Richard Thompson was arrested on warrants for criminal neglect of family and cruelty to a juvenile.
Both Richard and Leah Thompson are booked in the Bossier Maximum Security Jail. Leah Thompson bond is set at $350,000 on six counts of cruelty to juveniles and one count of criminal neglect of family. Richard Thompson bond is set at $130,000 for one count of cruelty to juvenile and one count of criminal neglect of family.

SHREVEPORT, La. (KSLA) - A Bossier City man and a man assigned to Barksdale Air Force Base are the victims of a shooting early Sunday morning in Caddo Parish, the coroner’s office reports.
Killed were 36-year-old Perry Bailey, of Barksdale Air Force Base, and 39-year-old Brandan C. Brown, of Bossier City.
Both men were identified through fingerprint comparison. Bailey also was identified by the base commander.

Two men die in double shooting in Caddo Parish
Autopsies on the two men’s bodies are scheduled Monday at Ochsner LSU Health in Shreveport.
Just after 4:45 a.m., 15 Caddo Sheriff’s Office units responded to the report of a shooting in the 2700 block of Long Branch Lane.
That’s less than a half mile south of Williamson Way in south Shreveport.
The woman who owns the residence told authorities that her ex-boyfriend broke into the home through the master bedroom window and shot her current boyfriend, according to Sheriff’s Office spokeswoman Cindy Chadwick.
Moments later, the woman and her five children ages of 6-17 escape through the kitchen door and called authorities from a cellphone.
The woman said she heard another gunshot from inside of the residence as they were running away.
Deputies found one man dead and another wounded on the master bedroom floor, Chadwick said.
The man who allegedly broke into the house was pronounced dead at the scene.
Caddo Fire District 6 personnel took the wounded man to a hospital, where he later died.

The coroner’s office, citing unidentified reports, said Bailey allegedly was shot by Brown, who then shot himself.
Brown died at the residence; Bailey died at the hospital at 5:39 a.m., the coroner’s office reports.
“I was scared; it was troublesome," neighbor Donna Melancon said. "You don’t ever expect to wake up and look down the road and see a coroner down at the house, someone else’s house this close to home. That’s unsettling.”

BOSSIER CITY, LA (KSLA) - The Bossier City Police Department confirmed a murder-suicide in relation to a Monday night shooting at the Mirage Apartments.
According to a news release, a 60-year-old man shot a 22-year-old woman before he turned the gun on himself. Both bodies were found lying next to each other inside the apartment.
Police identified the man as Chester Wayne Powell of Belcher and the woman as Cheyenne Neal.
